  Abstract:The step motor or the DC servo motor controlled water turbine governors developed in the 1990s have the problems of slow response at heavy load, reduced torque during fast running or abrasions that lead to sparks, which necessitates the development of AC servocontrolled and programmable speed governors for water turbines. This paper describes the structure and working principles of the electric parts, the electromechanical converter and the hydraulic system of the new governor, analyzing the design features and performance of each part. Major performance indices of the governor are up to or superior to national standard values. Application results in a hydropower plant also prove the good performance of the governor. 
