The TRC collected more than 113,600 thermostats containing over 1,080 pounds of mercury during the year, representing increases of 29.3% and 32%, respectively, over 2005 results. With its recently announced expansion to local household hazardous waste (HHW) collection facilities, the TRC is poised to realize even more dramatic results in 2007 and beyond. The top five states in terms of pounds of mercury recovered in 2006 were Florida, Minnesota, California, Maryland, and Pennsylvania. Thermostat collections rose in most states, with impressive gains recorded in states such as Oregon (223%), Maine (226%), Nebraska (234%), Kentucky (544%), and North Carolina (544%). Oregon’s increase may have resulted in part from that state’s participation in a pilot program that provided financial incentives to contractors to recycle, but collections in Indiana, which conducted a similar pilot, rose only 5%. The TRC is a private corporation funded by the following founding members – thermostat manufacturers Honeywell, General Electric, and White Rodgers – and Nordyne Inc., which joined as a corporate partner this year. It is a voluntary, industry-sponsored program that provides a mechanism for the proper disposal of mercury switch thermostats, regardless of brand. Approximately 1,400 wholesale suppliers of thermostats and 225 heating, ventilation, and air conditioning (HVAC) contractors participate in the TRC program (full lists of participants are provided at http://www.nema.org/trc). HVAC contractors can participate provided they have at least seven contractors or technicians in the firm, or are located in a rural county. Each wholesaler or contractor that joins the program receives a protective storage bin for a one-time cost of $25 (additional bins are available at the same price). When the bins are full, participants send them to TRC’s recovery center, where industry personnel remove the switches and forward them to a mercury recycling facility. From its inception in January 1998 through the end of 2006, the TRC program collected 534,477 mercury-switch thermostats and thereby removed almost 4,900 pounds of mercury from the nation’s waste stream. The TRC has focused traditionally on wholesalers and contractors because they sell and install the majority of thermostats and the industry already has the infrastructure to support an effective collection program. By expanding to HHW facilities, the program is now able to offer a recycling option to individual homeowners in many localities. Some local governments have separate programs in place to manage recycling or disposal of used thermostats directly from homeowners.
